As of January 27, 2021, The Bureau of Internal Revenue (BIR) released Revenue Memorandum Circular No. 15-2021 (RMC No. 15-2021) which is effective immediately.
This announcement was released to inform Filipino Taxpayers of the relaunching of the Central Business Portal (CBP), a project of the Anti-Red Authority (ARTA) in coordination with the Department of Information and Communication Technology (DICT) as of January 28, 2021.
What exactly is the Central Business Portal (CBP)?
The CBP is a central system that receives applications while also gathering application data for business-related transactions from different government agencies such as the SEC, BIR, SSS, PhilHealth and Pag-Ibig. The platform also promotes the use of electronic payment systems for the said agencies.
Some features that are now available with the CBP are:
- Registration of Corporation with Securities and Exchange Commission (SEC) with issuance of the corresponding Company Registration Number (CRN)
- Issuance of Taxpayer Identification Number (TIN) for new corporations
- Identification of National Internal Revenue taxes which new corporations are liable to
- Payment of Annual Registration Fee (ARF) of PHP 500 and Loose Documentary Stamp Tax (DST) of PHP 30 through the ePayment facilities or Revenue District Office (RDO)
- New corporations who opt to pay ARF and loose DST manually, have to do so at their respective RDO by submitting the following CBP documents:
- CBP Unified Application Form
- Accomplished Tax Type Questionnaire
- Pre-filled BIR Form No. 0605
- New corporations who opt to pay ARF and loose DST manually, have to do so at their respective RDO by submitting the following CBP documents:
- Generation of BIR Electronic Certificates which can be printed in A4 paper size by taxpayers
While still being implemented, the CBP will be available to the following domestic corporations:
- Corporations with two (2) to four (4) incorporators
- Regular corporations whose incorporators are juridical entities and/or capital structure is not covered by the 25%-25% rule
- One Person Corporation
